I doubt you’d be able to get a webhost to give you root access to their machine at any price. The solution for you is to colocate your own server at an ISP. This way you maintain full control over it and you can have access to your hardware whenever you need to.
You supply the hardware, and they supply the net connection and power.
You can do this in PA for $50/month. Google “colocation” or “colocated server” for more info.
I do this and it works out very well.

If you’re willing to fork at that kind of cash and want something reliable, might as well buy another PC at $400 (160 gigs of memory) and have some local kid put on it and host all your sites “local” …in your living room.
